If a person needs medical attention, they go to their private doctor who will make the appointment for the person to see a doctor that specializes in a particular ailment.

Overall, while Mexico doesn’t have the booming economy that the US has, in many respects they have a better health care system with coverage for everyone. And that’s something to think about.
